The Earth Holocracy Proposal’s sixth Volume is titled ‘Why Whole System Change is Necessary’.
The volume is divided into four parts. Each Part focuses upon a distinct, yet inter-related, reason for the Proposal’s advocacy for ‘whole system change’.
Here we present Part Three which investigates the issue – as Noam Chomsky phrased it – of the “Manufacturing of our Consent”. It explores the concerted misdirecting of humanity by virtue of the relentless, highly skilled dissemination of propaganda and the development of opaque, covert systems and modus operandi for the centralizing of power and wealth in the hands of ‘THE 1%’.

Propaganda, Conspiracy and the Matrix of Deception
1. Propaganda and the Manufacturing of Consent
The title of Part Three’s first article, Propaganda and the Manufacturing of Consent – as well as its first quote: “Propagandists labour to disguise the obvious, to conceal the actual workings of power, and to spin a web of mythical goals and purposes” – are from the famed political dissident, Noam Chomsky. The article looks at the deep extent of the neoliberal conspiracy of ‘manufacturing consent’ for such an inequitable, unconscionable, destructive, insane system. As Javier Moreno, the editor of El Pais, noted in 2010: “The WikiLeaks papers… conclusively reveal the extent to which politicians in the West have been lying to their citizens.” A reproduced section of a John Pilger article examines the extreme power of propaganda to delude a citizenry: “Since 2002, a pioneering media unit at Glasgow University has produced remarkable studies of reporting and propaganda in Israel/Palestine. Professor Greg Philo and his colleagues were shocked to find a public ignorance compounded by TV news reporting. The more people watched, the less they knew. Greg Philo says the problem is [that] so imposing is the power structure of the media – as an extension of the state and its vested interests – that critical facts and historical context are routinely suppressed. Incredibly, less than 9 percent of young viewers interviewed by Professor Philo’s team were aware that Israel was the occupying power, and that the illegal settlers were Jewish; many believed them to be Palestinian.” And this is despite the International Trade Union Confederation’s – and countless others’ around the world – public condemnation of the Israeli occupation of Palestine!
2. Millions were in germ war tests: Much of Britain was exposed to bacteria sprayed in secret trials
The second article reproduces a 2002 article from The Observer by Antony Barnett, “Millions were in germ war tests: Much of Britain was exposed to bacteria sprayed in secret trials”.
ANTONY BARNETT:
The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public.
A government report just released provides for the first time a comprehensive official history of Britain’s biological weapons trials between 1940 and 1979. Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told. While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments. The report reveals that military personnel were briefed to tell any ‘inquisitive inquirer’ the trials were part of research projects into weather and air pollution. The tests, carried out by government scientists at Porton Down, were designed to help the MoD assess Britain’s vulnerability if the Russians were to have released clouds of deadly germs over the country.
In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.

Barnett provides specific examples of the methods used for releasing chemicals and micro-organisms into the human/natural environment: which include dropping from planes (chem-trails), spraying along a road (by a towed generator), spraying from an anchored military ship, and releasing in public transport tunnels.

4. Morgellons Disease
The fifth article, titled “Morgellons Disease”, looks into the science of the disease commonly associated with chem trails. The article is written by an Australian doctor, Dr. Leach, who contracted Morgellons Disease in 2002 after a white-tailed spider bite, and being unable to work, has studied and investigated the disease intensively ever since. Dr. Leach writes: “Morgellons is the name given to the illness caused by the most unusual, deceptive and deadly complex of so-called creatures to ever strike our planet”. Leach compacts his research findings into a few paragraphs, explaining the composition and nature of the disease’s pathogen, and symptoms and possible cures of the disease.
Dr. Leach explains that the Morgellons pathogen – which is only clear microscopically – “appears to be a complex of four synthetic creatures” – one of which is “the so-called worm, (cnidarian or wire whipworm)… There are now trillions and trillions of these insidious sticky worms in and on everything, on land and in the sea. Including all foodstuffs, plants, animals and all people. We are inhaling and ingesting them all the time… They slowly, but inexorably, can insert themselves into almost every material there is, particularly living and organic matter… [They] have an intelligence or access to intelligence, the ability to robotically replicate, to analyze chemicals and counter them, and the ability to harness energy from their host. They enter computers and electronic equipment, infecting them too… Their real function is as electromagnetic, bio-robotic implants… The most telling symptom of Morgellons is the severe intractable exhaustion… Lyme disease is highly associated… Throughout the numerous channels made, the creatures move as a larva migrans, emerging to spit and create specific, incurable, lesions… Despite this world epidemic, [sufferers] will continue to be invalidated, misdiagnosed and subtly derided. Until some intelligent authorities finally wake up.”

6. Conspiracy is not a Theory
The sixth article, Conspiracy is not a Theory, is sub-titled: Secrets, Secret Meetings, Secret Agendas, Secret Societies and Secret Knowledge. It quotes the likes of:
- Former British Defense Secretary and Secretary of the Exchequer, Denis Healey: “World events do not occur by accident: They are made to happen, whether it is to do with national issues or commerce; and most of them are staged and managed by those who hold the purse strings.”
- Former U.S. President, Franklin Delano Roosevelt: “In politics, nothing happens by accident. If it happens, you can bet it was planned that way.”
- Louis McFadden, US Congressman in 1934: “When the Fed was passed the people of these United States did not perceive that a world system was being set up here…a super-state controlled by international bankers and international industrialists acting together to enslave the world.”
- Supreme Court Justice Felix Frankfurter in1952: “The real rulers in Washington are invisible, and exercise power from behind the scenes.”
- Congressman L. P. McDonald in 1976: “The drive of the Rockefellers and their allies is to create a one-world government combining super-capitalism and communism under the same tent, all under their control…. Do I mean conspiracy? Yes, I do. I am convinced there is such a plot, international in scope, generations old in planning, and incredibly evil in intent.”
In interview with Daan de Wit (16 May 2008), Webster Tarpley discusses “the men behind Obama”. Looking at the members of the new US President Obama’s Administration in 2008, Webster Tarpley identified representatives of key neoliberal organizations and think tanks – including the Trilateral-Commission, the Bilderberger Group, the Ford Foundation, and the infamous University of Chicago (of the Mont Pelerin Society’s Milton Friedman).
Exploring just how effective is “The Grip of Secret Societies”, the article quotes US Presidents Woodrow Wilson and George Washington; a former Harvard University President, Joseph Willard; and the Head of World Free Masonry and Duke of Brunswick – who in the 1700s issued a public call for the worldwide disbandment of Freemasonry because of its infiltration by an ‘evil occult order’. The article begins to look more deeply into occult secret societies and their “behind the scenes” manipulation of geopolitics. We quote the British military historian, Major General J.F.C. Fuller, who in l941 wrote: “The government of the Western nations, whether monarchical or republican, had passed into the invisible hands of a plutocracy, international in power and grasp. This semi-occult power… pushed the mass of the American people into the cauldron of World War I.”
Excerpts from an analysis of Rudolf Steiner’s essay, The Advent of Ahriman, by Robert S. Mason, explore various issues, including:
- Secrecy and Hypnotic Suggestion: Of those who work in accordance with the aims of the “Anglo-American power groups” [e.g. the Freemasons (or at least some factions of them), C.F.R., Round Table, Rhodes Scholarships, Skull and Bones, and their associated political and economic instruments] – or of the Jesuits, very few are aware of the true, occult aims. This is true even of most of the “initiated”, for the ceremonial magic of the initiation-rituals works on the ethereal bodies of the acolytes so as to make those lower initiates into receptive, unsuspecting instruments for the wishes of the few who are more aware. This process might loosely be likened to a sophisticated kind of “post-hypnotic suggestion”. In general, we should hold suspect any secret society that practices ceremonial magic and is administered by higher “grades”.
- Black Magic: The central rite of “Satanism” or “black magic” — sometimes crude, sometimes sophisticated — is the deliberate, ritual torture and killing of animals and, at a more advanced level, of human beings. When done in a precise way, this practice confers knowledge and power upon the practitioner; also, it affects the whole earth, hardening and rigidifying it, to the characteristic Ahrimanic purpose.
- Corruption of Cultural Institutions: The cultural institutions that are generally regarded as most beneficial — education and medicine — are in fact among the worst carriers of evil. (Not to imply that these institutions should be shunned or destroyed, but purified and renewed — in part by their liberation from money and politics.) When this epoch has run its course (if it will have fulfilled its potentials), human culture will be vastly changed.

We note Stephen Lendman’s observation: “September 11 assured limitless allocation of public funds to the military-industrial complex”. We corroborate this picture with Naomi Klein’s explanation (2007, The Shock Doctrine: The Rise of Disaster Capitalism ) of how after 9/11, U.S. President George Bush brought into effect The New Deal – a straight-up transfer of hundreds of billions of public dollars a year into private hands and mainly into the instruments of oppression, by first dramatically increasing the powers of the executive branch… “Then those newly enhanced and richly funded functions of security, invasion, occupation and reconstruction were immediately out-sourced, handed over to the private sector to perform at a profit… Although the stated goal was fighting terrorism, the effect was the creation of the disaster capitalism complex – a full-fledged new economy in homeland security, privatized war and disaster reconstruction”.

8. The New Universal Agenda: The UN ‘2030 Agenda for Sustainable Development’
In our fifth article we take a look at the UN ‘2030 Agenda for Sustainable Development’. Self-described as a “new universal Agenda” “leaving no one behind”, critics see it as a blueprint for global governance – for the ultimate implementation of a new world order exerting absolute centralized control of all humanity. As usual in this “age of universal deception”, the UN 2030 Agenda appeals to common aspirations: so we use two “translations” or “propaganda-decoders” (by Aaron and Melissa Dykes, and Mike Adams) to glean the real purpose of each of the Agenda’s professed “17 sustainability goals”.
9. Project Blue Beam
While the various scenarios of block-buster post-apocalyptic films – featuring a miserable humanity controlled by a frighteningly oppressive, surveillance police state – are viewed with horror by the masses of the people, obvious trends testify that these scenarios bear uncanny resemblance to the goals of centralized control, and represent, in fact, the actual and well-advanced aims of the neoliberal hegemony.
It doth appear that truth is indeed stranger than fiction: if the reader was thinking that we were getting “pretty far-out” there, oh boy: the ninth article is about “Project Blue Beam”. Rather than beginning this article, as did its deceased writer, Serge Monast, with an explanation of the super-wild NASA project, in this reproduction we throw the reader half-way in to Monast’s article where he provides an eye-opening account of the decades of high-tech research that would necessarily have to back such an incredible project – involving global holographic projection, tractor beams, voices simulated inside people’s heads, you name it – all for the establishment of a luciferian new world order. Good luck.
10. The Goal in Sight
The penultimate article is titled, “The Goal in Sight”. Just a few quotes illuminate our meaning:
“We are on the verge of a global transformation. All we need is the right major crisis and the nations will accept the New World Order” (David Rockefeller).
“Out of the spoliation of all existing culture and civilization, the new world order must be built” (Alice A. Bailey).
“Countless people … will hate the new world order … and will die protesting against it. When we attempt to evaluate its promise, we have to bear in mind the distress of a generation or so of malcontents, many of them quite gallant and graceful-looking people… The character of the… Conspiracy will now be plainly displayed… It will be a world religion.” (H. G. Wells).

11. Key to an Alternative Future Scenario
Our final article here is titled “Key to an Alternative Future Scenario”.
Propaganda has, as we’ve seen, effectively gained humanity’s consent for, and crucial engagement in, an inhumane agenda that furthers our own destruction. If public ignorance – fostered by a concerted system of “agnotology” – that is, “the deliberate organization of ignorance” – is required for perpetuation of the current system, surely public awareness is the antidote.
We noted just above the analysis of the highly influential writer, H.G. Wells, regarding the potential sources of “resistance” to the New World Order. These fountains of resistance appear to be just about everywhere – but, perhaps, particularly where “the mind has not been colonized”. To clarify our meaning: a key issue on the agenda of the world’s Indigenous Peoples is, as they say, “de-colonization of the mind”, the liberation of consciousness from the influences and impacts of the invader’s dominator mentality and brutal modus operandi. All humanity requires this liberty, all of us need to free ourselves from the matrix of deception intricately engineered to elicit our consent and participation in a fundamentally inhumane endeavor. All of us need to release ourselves from the “colonized mindset” of dis-empowerment and victimization, and rise up from our inner “source of resistance” – our “Own Conscious Selves”.

We find ourselves in a world where success is defined in seeming opposition to the most fundamental values of humanity, such as solidarity and mutual support. Moreover, anything that does not promote competitiveness, selfishness and greed is seen as dysfunctional. This immoral ideology is reinforced by the monopoly of the mainstream media, the instrument that manufactures false consensus around this unfair and unsustainable system.
We denounce the current condition of our planet, and urge the application of different policies, designed to encourage and promote the common good.
We condemn the current distribution of economic resources whereby only a tiny minority escape poverty and insecurity. Whereby future generations are condemned to a poisoned legacy thanks to the environmental crimes of the rich and powerful.
We declare the current crisis is not a natural accident. It was caused by the greed of those who would bring the world down, with the help of an economics that has lost its true sense.

The issue of the mind’s liberation from the matrix of public deception – engineered over centuries and, in the modern day, deeply permeating and directing the full spectrum of human experience and industry – is a prime issue for all humanity. When a system is founded upon a corruption of authentic human values, and is held in place by means of “organized ignorance”, the antidotes are surely social movements founded upon popular awareness, the availability of accurate information, the up-welling of authentic human values, and the exercise of conscious choice.
The neoliberal hegemony has effectively bound humanity into a feverish path of its own demise by virtue of the vast powers it exerts over governments, media, education, medicine, entertainment, productive industry, everything.
